It refers to the ones engaging in fishing operation within 12 N.M. of boat or not; main fishing gear include gill net, set net, beach seine, fish fry catch and other fishing gear, etc. Because the operation magnitude and scope of coastal fisherirs are rather limited and the coastal waters are polluted by industrial and commercial environmental pollution, the resources are damaged theat the production volume has been hard to be elevated. But during these years, out of active government promotion of cultivating coastal fishery resource and innovation of fishing ground environment, the production volume is slightly increased. In 1994, the fishing production volume is 39,800 M.T., accounting for 3% of the total fishing production volume.
In order to maintain the coastal fisheries to be developed continuously, effort shall be made towards the following directions：
(1)Establish fishery resource protection area and fishery cultivation center to increase cultivation of fishery resources.
(2)In accordance with fishery resource and environmental characteristics, integral planning shall be made towards the fishing right of public water areas and prevent and control pollution to make effective use of fishing resources.
(3)Guide the fishermen to manage recreational fisheries by taking diversified advantage of the coastal fishery resources to upgrade fishermen's income.
