Mr. Nuan, the Vietnam vice labor minister, visited Taiwan and promised to enforce the management of Vietnam fishery workers.

The Fishery Agency of Agriculture Committee under Administrative Yuan stated that in order to enforce the Vietnam-Taiwan fishery service cooperation, the official group, led by Mr. Nuan, the Vietnam vice labor minister with Mr. Chen, the Head of the Department of Foreign Labors Management, and visited the Fishery Agency. Both sides exchanged opinions of supply of and demand for fishery services. Mr. Nuan promised to come to Taiwan to enforce the management of Vietnam fishery workers to maintain mutual-beneficially cooperative relationship, and that indicated the communication channel of fishery services between the two countries operated well.

The Fishery Agency said, till 1999, the owners of the fishing boats sailing along Taiwan Strait mainly hired foreign fishery workers from Indonesia and Philippine. However, from 2000, Taiwanese started to hire Vietnam fishery workers. In 2000 along, there were 149 Vietnamese working in Taiwan, in 2001, the figures started to fall to 133. In the year of 2002, because China forbid its fishery workers to work in Taiwan, Taiwan government encouraged Taiwanese to hire foreign workers, and Vietnam government actively encouraged its people working overseas, the figures rose to 1401. That accounted for 56.8% of the total amount of foreign workers in Taiwan in that year. In year 2003, the total hired Vietnamese reached 589 in just 6 months, which accounted for 77.6% of the total amount. What that showed was that Vietnamese became the main working forces among foreign workers and the proportion of the percentage was still increasing. However, accompanying by increasing Vietnam workers, there was increasing problem of running away, especially in 2002. In order to properly solve the problem, the Fishery Agency in March this year invited delegates from the Taiwan fishery industry to pay a visit Vietnam. Back then, the Vietnam government immediately gave a good response and after both sides’ close cooperation, there was a few of running away incidents reported by the ship owners, which showed some improvement.

The Fishery Agency further explained that, during the year of 2002, there were some incidents of Vietnam workers running away right after the far-sea fishing boats went into harbor; as a result, securities had been hired to make sure the fishing operation go ok. Since, in July and August this year, Taiwan far-sea fishing boats started to return to harbor again, and with the opportunity of Mr. Nuan’s visit, the agency presented the concern in the meeting with Mr. Nuan. During the meeting, the agency not only asked the Vietnam government treated the issue seriously but also suggested to combine forces of governments and private agencies to reinforce the management, so that the confidence of Taiwanese ship captains could be restored. Mr. Nuan immediately gave a good response and asked Vietnam Economic and Culture Office in Taiwan and private Vietnam agencies based in Taiwan to closely cooperate. In addition, Mr. Nuan sent an officer to Kaohsiung to deal with the issue properly, which showed that Vietnam government thought highly of Taiwan fishery service markets.
