A fishing harbor is the base of marine fishery and an important device to safeguard the life and property safety of fishermen, and promote fishery development. Taiwan, at the preliminary period of the Restoration term, has only 12 fishing harbors. The government, besides gradually soliciting budget to repair and expand the exisiting fishing harbors, also constructs new fishing harbors along coast to comply with local fishery development requirement. Till 1979, there are 132 fishing harbors in Taiwan. Howerer, most fishing harbors are with simple devices. Some have insufficient breakwater facilities and fishing boats cannot safely park to avoid strong wind; some have poor dock facilities to cause difficulty in loading and unloading of fishing product which all require active improvement. Partial fishing harbors, due to the increase of fishing boat number and enlargment of boat size that the existing parking space and dock facilities are insufficient in use. Therefore, it is required to expand construction at site. Though partial areas and fihing villages have fishing boats, yet the facilities of fishing harbor are insufficient, once with a typhonn, it is required to sail to other neighboring fishing harbors for shelter. Therefore, it is required to manage to construct new fihing harbors.
Based on the above fishery requirements, the "First stage program for the construction of Fishing Harbor in Taiwan District" has been executed since 1980 to 1987 for 8 years. The total investment budget is NT$5,351 millions in constructing 68 fishing harbors. The specific result includes the obvious upgrading of fishing harbor, reduction of fishing boat density, increase of fishing harbor safety, stimulation of growth of fishing boat, and reclamation of 125 ha. of new land, etc.. In order to maintain the growth of fisheries, "Second stage program for the construction of Fishing Harbor Taiwan Disrict" were continuously implemented. From 1988 till 1996, the total investment budget is NT$16,308.91 millions, used for repair and construction of 94 fishing harbors in total. Its specific performance is extended construction of 94 fishing harbors in total. Its specific performance is extended construction of dock with specific performance in adding 31,471 m of dock and reconstruction of 7,231m. The depth of parking space is increased by 484,480m2 and navigation course is dredged for 554,390m2 and newly constructed parking space of 769,630m2,filling new reclamation land of 94.1 ha. which increases the navigation safety of fishing boats and stability and tranquil level in the harbor, etc. The fishing harbor construction of Taiwan area, through the program of First stage and Second stage, has attained sonsiderable performance. There are total 228 fishing harbors now. Among which, there are 5 fishing harbors of phase 1 to 5 fishing harbors of phase II, 123 fishing harbors of phase III, and 95 fishing harbors of phase IV.
In order to further improve the defects of the existing fishing harbors, cope with the change of fishery environment, and afjust the functions of fishing harbor, the "Third Stage Program for the Construction of Fishing Harbor in Taiwan District" will be continuously conducted. Its focus shall be on the unfinished fising harbors of second stage, construction of cetral fishing harbors of each area, improvement of stablility and quientness and accumulation of floating sand in harbors, expanded construction of parking area of the fishing harbors without sufficient water depth, etc.. This product shall start from 1997 and end by 2002 for a period of 6 years. It is esimated to invest budget of NT$15,214 millions, with implementation of 67 fishing harbors. The future fishing harbors will be developed o diversified construction and development in terms of production of fishery, safety of fishing boat, fishermen life, improvement of fishing village environment, and recreational fisheries, etc..
