1‧Training for Cadres of Fishermen's Associations
The National Training Istitute for Farmer's Organizations or the Department of Manpower Cultivation and Training under the Taiwan Provincial Government are respoonsible for training fishermen's associations' elected cadres and staffs. The Institute or the Department plans and organizes a variety of training classes and gives long-term or short-term training to help understand and better follow the existing fishing policies and fishery regulations, so that authority can be correctly exercised, tasks can be smoothly implemented, and duties can be sincerely fulfilled.
2‧Log-term Cultivation of Cadre Crews
Mainly because of the serious problem of the shortage of capable men and manpower in the fishery sector, the Taiwan Provisional Fishermen's Association instituted the 〝Longterm Plan for Cultivating Fishing Vessels' Cadre Crews.〞 By offering preferential treatment such as full financial assistance which covers tuition, miscellaneous expenses, and expenses for books, as well as providing scholarships, the Plan solicits students who graduated from junior middle schools to be admitted without taking an entrance examination to public fishery related schools. At the school, the recommended students study in the Fishery Navigation Technique Section. The Plan requires that the recommended students must serve for at least two years on boad a fishing vessel after graduation. After fulfilling the service obligation, the students are assisted and guided to apply for a certificate as officers of a fishing vessel or assisted to develop their own careers.
3‧Training for D-Class Fishing Vessels' Cadre Crews
In order to teach fishermen knowledge of navigation safety at sea and fishing operation, the COA Deep Sea Fishing Training Center and the Taiwan Fisheries Bureau, based on regional fisheries Bureau, based on regional fishermen's associations' need, hold training classes for fishing
(marine engineering) officers of D-class fishing vessels. The training courses focus on basic fishery navigation (marine engineering), supplemented with practical operation. The training courses also follow the dissemination of fishery policies and order which aim at effectively increasing fishery production, avoiding the occurrence of sea disasters, and teaching fishermen the concept of knowing the law and abiding by it. The training courses are very useful for cultivating senior seamen and officers, upgrading fishermen's true quality, and rasing fishery production. Starting in 1998, the training will be managed solely by the COA Deep Sea Fishing Training Center.
